The production of a written fire risk assessment is a requirement of the Regulatory Reform (Fire Safety) Order 2005. The fire safety inspection of premises and the issuing of Fire Safety Certificates (by Fire Officers) has been replaced by the nomination of a in-house ‘responsible person’. The responsible person must be either the owner, landlord or operator of the premises.

A documented fire risk assessment must be undertaken, identifying all fire hazards/risks and the appropriate actions that need to be taken. Typical inclusions are fire classification risks, appropriate fire fighting appliances required to fight them, mandatory fire signage, fire practice drills, alarm testing, means of escape and the fire safety training needs of staff.

The Order imposes legal obligations upon owners/users of, for example:

offices and shops
factories and warehouses
premises providing care
community buildings
pubs, clubs and restaurants
schools, colleges and universities
hotels and hostels
tents and marquees
but excludes purely domestic premises occupied by a single family.
